On the basis of former studies, this article systematically researches Xinjiang's external relations under Yang Zengxin's rule from 1912 to 1928 .In this period, Xinjiang's external relations were an important part in China's foreign relations, taking on its unique characteristics.As geographic and historical factors, the relation's between Xinjiang and Russian took dominant role in the period of Yang Zengxin's rule. Although under the difficulty conditions, Yang had regained some rights from Russian as possible as he could, and abolished the Russian's special rights on exemption from duty in business and consular jurisdiction. After the October Revolution, the Soviet founded. Relations between them opened a new chapter, which was more peaceful and equal than ever before.Except negotiations with the Soviet, Yang also negotiated with the Britain. As an important competitor in Xinjiang, Britain's influence couldn't be ignored. Yang used contend between big power and the policy of "Balance of powers" to maintain Xinjiang's interests in external relations.Meanwhile, Yang prevented assimilation of pan-Islamism and pan-Turkism and prohibited Japan from interfering in Xinjiang's affairs; as a result, Japan didn't cause practical damages.Yang always protected national sovereignty and Xinjiang's interests in dealing with external relations. Under his rule, there were no lose territory, no treaties of national betrayal and humiliation, no fissions. Under the situation of loosely controlling of border area from Chinese central government and firmly dividing up China from big power, Yang's external policies had positive influences.
