This study explores the structure of career plateau about public administrators,also brings multi-dimensional concept of job burnout,job performance into the consequence study of career plateau for the first time,in order to examine how the career plateau influences job burnout,job performance,and its specific impact mechanism.This study with 438 staffs in public administration sectors of Beijing as subjects,is composes by three parts:First,based on the literature research,expert discussion and interview,produce the public administrators career plateau questionnaire are produced with methods such as qualitative analysis,item analysis,exploratory and confirmatory factor analysis;Second,mainly explore the demographic characteristics of the career plateau about public administrators;The third part,after controlling demographic variables,investigates the direct impact that the career plateau to job burnout and job performance by using hierarchical regression,moreover, uses the structural equation to build up a model of career plateau affect job performance in which job burnout as mediator.The main conclusions of the study show below:(1) The career plateau of public administrator is a five-factor model,which is composed by hierarchical promotion plateau,responsible extent plateau,job content plateau,job conversion plateau and developmental motivation plateau.(2) The results of independent samples t-test,ANOVA and regression analysis result show that:female public administrators' developmental motivation plateau is significantly higher than that of the male;age makes positive impact on hierarchical promotion plateau,job content plateau,and developmental motivation plateau;the personnel with different levels of education shows significant difference in hierarchical promotion plateau,job content plateau and job conversion plateau;the different hierarchical personnel shows significant difference in hierarchical promotion plateau,job content plateau and developmental motivation plateau;the length of service in present unit significantly positively forecast hierarchical promotion plateau,job content plateau and job conversion plateau,job tenure at present position also significantly positively predicts job content plateau and developmental motivation plateau.(3)Career plateau can directly predict cynicism and reduced personal accomplishment which are two dimensions of job burnout,and all three dimensions of job performance.Responsible extent plateau,job conversion plateau and developmental motivation plateau can lead to lower job performance by enhancing the individual's job burnout.
