As a representative of 19th century utilitarianism ethics, John Stuart Mill discarded the theory of Jeremy Bentham, and made systematical modification and improvements, led utilitarianism to its climax and made great contribution to ensure the importance of utilitarianism as one of the three major ethics theories.This paper made an overall review of Mill's utilitarianism ethics, analyses the four major aspects of modifications to Bentham theory, put emphasis on Mill's verification to utilitarianism which includes the exploration to the relationships between utilitarianism and justice, and the both sides of Mill's opinions to the emergence of utilitarianism theories. At the end,a reconsideration to Mill's utilitarianism ethics thoughts is presented, from the both sides of rationality and limitation of this theory.
