During the Western Remodeling Government Movement in the 1980s, the Government Performance Measurement based on performance is an important measurement universally adopted in the Movement. However, cultural services provided by public cultural departments are also attributed to the content of government performance measurement. The core task of practicing performance measurement includes establishing performance measurement system, whose scientific level and effectiveness will directly influence the results of measurement. The indicators, which are considered the fundamental factor of the performance measurement system, have become the hot topic as well as difficulties in management researches.This research takes museum, representing the typical public cultural institutes, as an example to explore the structural planning, measurement model, measurement methods and the formula to access the difference of museum services, through the clarification of basic theories of public cultural service performance measurement. The author also learns from the experience of developed countries and regions in the performance measurement practices and inspirations of government performance and public cultural services, and also combines China's real status and characteristics of the museum. The paper also adjusts and establishes the basic indicator system of museum public cultural service performance measurement, including 5 first-grade indicators, 21 second-grade indicators and 26 third-grade indicators. Lastly, the author provided detailed tentative suggestions on the practicing of performance measurement of museum cultural services.
