With specific plans and organizations, involuntary resettlement of infrastructure project is the large-scale immigration caused by the project construction, as a complex system, which involves many aspects of society, such as policy, economics, population, and environment etc.. However, including the project planning, there is no mature and effective research theoretical system and method to support the involuntary resettlement project of infrastructure project. Not only influenced by scientific guide, but the shortage of sufficient regional investigation, field survey and sample analysis, a lot of involuntary resettlement projects suffered from many different problems and dilemmas, even thorough failure. Therefore, based on the project planning method named OOPP (Objective-Oriented-Project-Planning) and current situation, a set of project planning method for involuntary resettlement project is attempted to be built, which could contribute to the improvement of involuntary resettlement project management.By the application of OOPP in involuntary resettlement project management, a dynamic project planning system for involuntary resettlement project is formulated through some sequent and normative steps from OOPP, such as Scenario Analysis, Problem-Seeking, Problem-List, and Problem-Tree etc. In addition, taking IRR Model (Impoverishment-Risk-Reconstruct) as the academic basis, which proposed by ADB expert Michael M. Cernea, the evaluation criteria system of internal risks involved in involuntary resettlement and reconstruction is established, which can be the reference to appraise the status of living and production recovery of involuntary resettlement.Based on the theoretical system mentioned above, taking the Resettlement Project of Kunming Qingshuihai Water Supply Project as the case, which financed by Asian Development Bank, the planning steps and contents are analyzed in order to test the effectiveness and adaptability of the planning system proposed in this paper.
