Minority Legal System The Effect Of Policy Implementation To Explore

Since the 20th century, with the gradual development of civil rights and civil society, the restraining effect of the nation's social foundation on superstructure such as national law, national institution and government policy is increasing. Based on the importance and particularity of the role of the ethnic minority in the political community, the issue about the legal systems and policies related to the ethnic group is the important to the multi-ethnic country to face currently. If this issue couldn't be handled properly, it will seriously trouble the national development and social stability. Under the direction of the equality of nationalities, government has formulated a number of measures to regulate and guarantee the realization of minority rights and the nation's long-term stability. This article mainly based on two practical measures about legal measures and government policy measures to analyze the status of minority rights and the problems such as the regional ethnic autonomy system which protect the minority rights on the one hand but on the other hand may also has a centrifugal force to affect the national stability and harmony and the suspected presence that could be unfair discrimination to other civilians exists in some preferential measures implemented by the government to take care of ethnic minorities. Through the theory and practice analysis, we can drawn that number of legal systems and government policies related to ethnic minorities have played a certain active role on the protection of minority rights, maintenance of national long-term stability, social harmony and stability, but in order to achieve the real effectiveness and sustainability of these policies, we have to have an effort to improve the survival ability and competitiveness of the minority groups in modern society, at the same time we have to protect their cultural specificity, break the system barriers impeding the ethnic integration and eliminate the hidden dangers that affect the ethnic harmony and national stability.
