The party's seventeenth conference says:"the people's democracy is the life of socialism. Developing socialist democratic politics is our party unswervingly pursuing goal. The essence and core of socialist democratic politics is that the people are the masters. We need to improve the democratic system, exercise democratic elections, democratic decision-making, democratic management and democratic supervision according to law." This pointed out the direction of democracy at the grass-roots level. Rural grassroots democracy mainly refers to the villagers' autonomy. In the practice, it mainly refers to four democratic rights which mean the villagers democratic elections, democratic decision-making, democratic management and democratic supervision. Among them, the democratic election is the core. Because the democratic election committee is the basis and premise of villagers' autonomy. Democracy at the grassroots level directly relates to the village cadres' qualities and the cohesion, power, management ability and work level of the whole village committee, and even influences the development of the whole villagers' autonomy.In the practice operation, the countryside election system doesn't implement for a long time. In a sense, it is still not in a mature and imperfect stage, and still has some factors influencing and restricting the rural election p. Of course, its reasons are various, including not only economics, institutional reasons, the rural organization reasons, also more deep cultural influences. However, traced back, the deep reasons are rural political culture on political psychology, Therefore, from the perspective of political culture, we discuss the obvious unhealthy phenomenon existed in rural direct election of, which has extremely vital significance.This paper selects the relatively typical H village of Tai An in Shan Dong province as a case. It combines the theoretical analysis and empirical survey, comprehensively utilizes literature, questionnaire investigation, observation and personal interviews and other methods. It tries to restore the elections colony H village from the countryside direct election and the political culture concept. In this paper, it tries to use process-event analysis method, systematically analyzes the inherent reason of these problems, and finally suits the remedy to the case. It aims to explore the countermeasures and suggestions of putting forward rural direct election. It also will certainly be able to enhance rural democratic construction of grass-roots, cultivating citizen consciousness, reconstruction citizen culture, promoting the construction of newr countryside and a socialist harmonious society. In all, it has important theoretical significance and practical significance.
