Under the background of the social transition in China, the former social order is broken gradually and the new social order has not built yet. Therefore, the social transition will produce the new situations, new contradictions and problems. In addition, with the rapid development of modern media and the growing popularity of the Internet, expanding the radius of interpersonal communication and changing the traditional public field. In the political and social life the complexity sensitivity and importance of the Public opinion beyond the past, which make new challenges to the state and social government. In the case of some public opinion dynamics, the government how to respond the public opinion in the right way and enough information is an important issue. The government must establish function of public opinion and make a new concept of public opinion to achieve changes in response mode.Firstly, the article make theoretical analysis to the government public opinion response, defining the relevant concepts involved in this article, pointing out the ability that need the Chinese government transition and constructive propose the rule of the government transition response the public opinion. Secondly, the current situation of the government transition to respond the public opinion systematically. Point out the problems for the government transition to response public opinion, and analysis the reasons from the values, the environment, the method of the three aspects. Analyzing the interaction the ability of government transition and the public opinion response, and analyze the evaluation index and effect. Finally, to the main problems for the Chinese government to respond the public opinion, proposed a comprehensive plan to improve the government’s ability to respond.
