Today, community, which is paid increasing attention, has become a link between government and citizens. Therefore, establishing a professional community team that suits for the local place has become an important and arduous mission for governments of all levels to promote the construction of harmonious society. However, Hohhot grassroots communities are seriously short-staffed now. Although personnel departments have constantly recruited people in public, they still confront with the problem of brain drain. Community is the government agency which has close relationship with residents. The situation of brain drain in community will not only hinder the development of community and reduce work efficiency, but also affect government credibility, to some extent.In this thesis,9 communities of R sub-district office are raised as examples in order to analyze the serious brain drain situation and the reason behind it in Hohhot grassroots community, field research and interview, with questionnaire and literature research methods as supplementary. On basis of that, the thesis puts forward some possible measures in aspects of system, circumstances, and emotion, aiming at pushing superior departments to attach importance to the staff and talents in communities, and also gives some suggestions about how to keep the talents, especially undergraduates, in communities.
