A Study On The Practice And Measures Of The People 's Political Consultative Conference At The Basic Level In Participating In Social Governance

The "Decision of the Central Committee of the Communist Party of China on Some Major Issues Concerning Comprehensively Deepening the Reform” was adopted in the third Plenary Session of the 18 th Central Committee of the Communist Party of China. The plenum pointed out: The overall goal of deepening the reform comprehensively is to promote the modernization of the national governance system and capacity. Meanwhile, social governance is acting as the precondition for the achievement of national governance. China is currently in the crucial period of economic transition and social transformation, the critical periods of reform and opening to the outside world, emerging social class emerging and differentiation has become increasingly evident, continue to show all kinds of interests, social conflicts are increasingly prominent, multi subject participation awareness has been continuously strengthened, demand on to multiple subjects participate in social governance has risen to the national strategic level. The Chinese People’s Political Consultative Conference(CPPCC) is the important part for our political system, the platform and channel for deliberative of democracy, and also the important role for social governance. In addition, by conducting political consultation, democratic supervision and participating in administration of state affairs, local CPPCC should play a role in the local social governance.This paper is divided into five parts. The first part describes the background, ideas, research methods and the main points of this paper, and illustrates the current situation of domestic and foreign related governance theory and its research. In the second part, from the concept of governance, describes the advantages and characteristics of the CPPCC under the new situation to deliberative democracy as the premise to participate in social governance, and points out that the advantage of local CPPAA in participation in local community governance of major participants. The third part analyses the cases happened in Beijing’s Chaoyang District CPPCC, including the basic situation of the social governance, thematic consultations, counterpart negotiation, sector consultation, proposal for consultation and other kinds of consultation, comes out diversified way of the local CPPCC participates in the positive role of social governance. In the fourth part, according to the characteristics and requirements of the existing methods and practices of Chaoyang District Political Consultative Conference, the paper expounds and analyzes the problems existing in the process of social governance. The fifth part suggests the corresponding improvement measures for the existing problems mentioned in the forth part.
