A Study On Policy Learning In China 's Transitional Period

Current our country’s public policy research in general is in a stage of "introduction", the study of policy learning has just started. Policy learning derived from public policy research, with learning in the global scope increasingly valued, policy study concept also constantly change. Policy learning theory applied in social policy research, will provide rich social policy theory, analyzing the formation and transformation process of the policy, increase the rationality and the efficiency of policy decision to contribute.It is of great significance to China’s social policy development,help to deeply explore the policy process and policy mechanism, and promotes the social policy of China from passive adaptation to accommodate change.Policy learning problems research study is a very broad, limited to the author’s own academic level and paper space, this article to discuss China in the transitional period from the perspective of macro policy learning research, for the micro parts, such as organization, country, individual, group, etc. subject to later scholars further study are discussed. In this paper, starting from the basic theory of policy learning, lists the evolution of the policy study and its rule, the analysis of policy learning in China is put forward and the existing problems, and carding the ancient, can be drawn lessons from foreign experience to find out the mechanism, finally find out the way to treat these problems and the way to such a general train of thought.In this paper, the use of more qualitative and deductive method. This article thinks that our country’s public policy study including national, organizations, individuals,groups and other stakeholders, the subject is under the background of China’s transition to the big environment, learning are related, and the content of the learning model is the basic mode of five, the content of the study from theory to such progressive transformation mechanism to values.
