A Study On The Role Of The Communist Youth League Organizations In Preventing Juvenile Delinquency In Kunming

Adolescent are the future hope of the nation. Promoting the healthy growth of young, safeguarding the legitimate rights and interests of adolescents, preventing adolescent delinquency is related to the long-term stability and harmonious development of society. However, with the rapid economic development and social restructuring, the issues and numbers of adolescent delinquency continue to grow. As a bridge linking the Chinese Communist Party and adolescents,and the assistant and reserve force of the Chinese Communist Youth League,The CYL is endowed with the responsibility of adolescent delinquency prevention. Although the CYL system did some research, mainly focused on Shanghai, Guangdong and other developed provinces,on preventing adolescent delinquency, but research on the role of the CYL in the adolescent delinquency prevention is still weak, and hasn’t formed a clear and effective mode yet. Combined with the party’s eighteen sessions of the Third and Fourth Plenary Session of the Party and mass organizations working conference spirit, the reform of CYL is imperative,a clear and effective form of adolescent delinquency prevention for the CYL is particularly important, especially in the developing provinces,and the city of Kunming.Work content of adolescent crime prevention for the CYL is too broad and specific, party and administrative work are overlapping, the CYL staff is insufficient especially major in law, personnel exchanges fast and so on. All above led to the CYL lack of a clear and deep understanding of its own function in the adolescent crime prevention.Based on the analysis of features and causes of adolescent crime prevention in Kunming City, combined with the actual theory and experience of adolescent crime prevention in Kunming. This paper build a clear and effective mode of adolescent crime prevention through the analysis on the function and way in the three stages of adolescent crime prevention.In the General Prevention stage, introduce Evaluation Mechanism which is "the CYL+ Volunteer" to improve traditional prevention. In the Adolescent Critical Prevention stage, the CYL as the purchase part, cultivating institutions of adolescent social work to take part in critical prevention by the mode of "The CYL+ social worker institutions+volunteers". In the Recidivism prevention stage, introduce " The judiciary and administrative organ +the CYL+ social worker institutions+volunteers" mode,that is the judiciary and administrative organ as the purchase part, institutions of adolescent social work as service provider, the CYL as the coordination and oversight body, adolescent criminal as service object.This paper takes constructive countermeasures and analysis on adolescent critical prevention, using the new theories and new methods of Adolescent Critical Prevention, combined with social work and other related theories, in order to promote the level of adolescent critical prevention of the KM CYL.Further to make a reference for government decision and adolescent critical prevention planning.
