A Study On The Mechanism Innovation Of Wenzhou Government 's Supporting Export - Oriented Economy

Since the reform and opening up of China, Exported-Oriented economy is one of the "three carriages" to the steady growth of China’s economies, which have played a great role in stimulating the development of the national economy. The economic take-off of Wenzhou is also benefited from export-oriented economy and has formed the "Wenzhou model". But with the development of Chinese economy and the change of the pattern of foreign trade, the original model has certain problems, such as the lack of trade structure adjustment and the weakness of the government innovation and service consciousness etc. Therefore, in order to meet the current needs of the development of foreign trade, the local governments need to change the functions, support for foreign trade enterprises more strongly to build a public service government and promote the development of export-oriented economy. This paper first introduces the concept and characteristics of the export-oriented economy and elaborates the theory basis for local government to support for the development of export-oriented economy based on governmental regulation, government interference and government innovation. Then this article from Wenzhou, for example, introduces the background, process and traits of government’s supporting export-oriented economy in Wenzhou. After that, we analyze the dilemma and reason for the government in the process of supporting the development of export-oriented economy. Finally this article puts forward suggestions and innovation path on the development of foreign trade for Wenzhou government, which is that government adjusts the industrial structure, helps enterprises to solve the problem of financing difficulties and makes full use of all kinds of test zone to solve the problem of commerce, trade circulation, information, financial and credit in the process of foreign trade development in order to promote the transformation of foreign trade development.Through the elaboration and analysis, this paper draws the following conclusions: affected by the international market demand downturn in recent years, industry hollowing, the imperfection of trade structure and other factors, the export-oriented economic development in Wenzhou faces a certain development predicament and it’s necessary for Wenzhou government to transform government function and create a service-oriented government to realize the sustained and rapid development of foreign trade by mechanism of innovation. An innovation in this article is that it put forward the innovation mechanism for local government to support the development of export-oriented economy and forms an example for other regions by analyzing the theory and practice in the process of local governments’ supporting the development of export-oriented economy. In general, this paper has strong practical significance and theory significance.
