Research On Rural Community Governance Mechanism From The Perspective Of National Governance Modernization

Rural community is the living community of rural residents. In recent years, with the development of economy and society, questions have occurred in the rural community in our country: liquidity,diversification,hollowing out,weak governance and administerization. Rural communities are facing the transformation of modernization. The governance of rural communities requires the modernization of governance mechanisms.Combined with the “National Governance Modernization” proposed in the Third Plenary Session of the Eighth and the 2015 “Guidance about Promoting The Pilot Work of The Rural Community Construction”, this article used Fengjiaya village in Shaanxi province as a case to analyze Chinese current rural community governance status and the existing problems. Then put forward some suggestions on how to improve the governance mechanism of rural community.Rural community governance is part of the country’s governance system, the rural community governance embodied the governance of the country. To perfect rural community governance, considerations must be given to the trend of the rural communities’ development and conduction must around the essence of life in rural communities. In addition, reorganizing the resources in rural areas, playing the advantages of the countryside, mobilizing the enthusiasm of villagers, coordinating the interests of all parties and providing the public products and services for rural communities are also important.Chinese current rural community governance mechanism mainly manifested as the four mechanisms: the villager autonomy mechanism, the village Party branch work mechanism, the government intervention mechanism and the social participation mechanism. To improve the existing rural community governance mechanism, we must adhere to seeking truth from facts, people-oriented, multi-governance, the principle of balancing urban and rural development. As a result, the coordination between the various mechanisms will be realized and the villagers autonomy will be ensured fully. Thus, weak governance, administrative and formal phenomenon can be avoided. Significantly, we must improve the five specific mechanisms:the resources integration mechanism, the decision-making mechanism, the collaborative governance mechanism, the public products supply mechanism, the supervision and accountability mechanism.This thesis is divided into four parts. Firstly, in the introduction part, the background and related concepts have been explained. Besides, the content and significance of the study, including literature reviews, are introduced. Secondly, the current situations of our rural community are analyzed on the basis of field research. Furthermore, the existing problems in rural governance are discussed, the influences of modernization of rural community governance are explored and the essence of rural community life be explained. Afterwards, the third part explained the existing rural community governance mechanism and its main problems. Then its new challenges and new requirements of rural community governance modernization are discussed. Based on the above analysis, the last part combined with the opportunities and advantages in the countryside, tried to put forward some suggestions for the rural community governance mechanism. Finally, extra summaries and expectations will be made in the end.
