After reform and opening to the outside world, the East economy has developed rapidly with the preferential policies, which were directed by the theory of 憇tep-development?and two general situations? The gap between the East and the Inland becomes greater and greater. and turns into a symbol of economic problems in china now. In 1998, Asian Financial Crisis brought out a problem of enlarging inferior consumption all over china, which led to great attention paid to the development of inland directly. The issue of accelerating inland becomes an important subject for researchers of economy theory and policy. Financial policy is an effective means to adjust the economic total amount and structure in the market. It is given highly praise by the regional economist and is the main means used in many countries region development. Hence, under the Chinese marketable system, how to arrange the government's role, make up effective financial policy and stimulate the development of mid-west area are worth to be studied deeply. This article, Theory of Financial Policy for Region compatibly for the development of mid-east area, intends to set up basic Financial Policy for Region by integrating basic theory of Financial Policy with characters of the regional economy. On basis of these, constructive regional development policies for mid-west are designed attaching to the characters of the regional gap in china. The whole body has four parts: The first chapter clarifies the necessity for government interfering economy, illustrates the concrete choice of strategy and policy, and directs out compared with Money Policy and Industrial Policy. The second chapter illustrates the theory of Financial Theory, expounds definition & goal & character, and introduces the methods that can be used. The third chapter describes regional problems in china, emphasizes micro importance for developing mid-west region, and illustrates the necessity for our government to take actions. The fourth chapter sets up the governing principle and concrete concept of financial policy for mid-west region development, which includes adjusting Financial and Taxation System, concrete policies for enhancing basic surroundings, human resources and industrial development in mid-west region.
