Urban land is the base of urban social and economical development.The degree of urban land-use brings different economical, social andenvironmental benefits to urban areas. At the present, the land-usestructures of our mostly national cities are irrational, the level ofintensive land-use is low. These reasons restrict the development ofurban areas and the course of urbanization. For improving the level ofintensive land-use. improving the structure of urban land and realizingthe sustainable development of urban areas, this study deals with atentative study on urban land optimal allocation based on advancedinner-country and outer-country theories and methods, author' sscientific research practice and GIS support.In this paper, the principles and approaches of urban land optimalallocation are concluded. Combining with the situation of our country.this study makes a simple discussion about the relations between urbanland optimal allocation, urban general development programming andthe sustainable, development of urban areas. Besides the sionificanceand major functions of GIS used in urban land optimal allocation arealso discussed.This study completes the urban land optimal allocation of JinanCity, the capital of ShanDong Province. Firstly, supported by GIS. a landsuitability evaluation of Jinan City is made. This work selects sixevaluation factors, i.e. the prosperous degree of commerce and servicetrades, the accessible degree of traffic, the perfect degree of urbaninfrastructure, the perfect degree of urban social 膕ervice installations,the good-bad degree of urban landscape and environment, the good-baddegree of natural condition. This work divides the degree of JinanCity' s land suitability into six grades.Secondly, this study established a model with sYstem dynamics (SD)in order to optimize the quantitative structure of Jinan City' s land. Themodel includes five sub膕ystems: population system, economy system,urban land system, established-area' s land-use system, land-marketallocation system. The areas of Jinan City' s different land-use typesand their distribution in each land-suitability grade at the year of optimalallocation (2005) are given out.Finally, after the allocation sequence of all kinds of land-use typesand the allocation principles of major land-use types are decided, thisstudy develops a program module with MAPBASJC. The optimalallocation of Jinan City' s land spatial-structure is completedautomatically by the program module. This study also compares theresult of Jinan City' s land optimal allocation with the map of JinanCity' s land-use overall programming (1996-2010), finds thesimilarities and differences between them and the major reasons that leadto the differences.At the end of the thesis, there is a simple summing-up of thisstudy' s major contents. This study also discusses the deficiencies andsome questions that required further studies briefly.
