As Science and technology constitute a primary productive force, Talents resource constitutes a primary human resource. With the arrival of the new economic era, the development and management of talents resource plays a more and more important role in national economic construction and social development. Entering on the analysis of the concept and the functions of talents, The paper summarizes the main characteristics of talents resource, which differs from population resource and manpower, and the basic concept as well as the contents of the development and management of talents resource, and then introduces the general principles and methods for the development and management of talents resource. By adopting the method of comparative analysis, the paper demonstrates the historic background, development process and current situation of the development and management theory of talents resource in China and that of manpower resource in western countries. Through a complete comparative analysis, it suggests that China should learn from western society抯 successful experience on the development and management of manpower resource. Furthermore, the paper makes a complete analysis on the development process, current situation and existing problems of the development and management of talents resource in China. According to the national tenth five-year plan and considering the need for talents in the economic and social development in future, the paper brings forward the main goals and tasks of the development and management of talents resource in China. During the next five years or more, the basic framework of the development and management of talents resource in China can be described as, one plan, two emphases, three Y phases, four groups and five mechanisms. The paper also advances some countermeasures and methods on talents mechanism innovation, talents structure adjustment and talents environment construction in the development and management of talents resource. In the end, the case of Changsha-Zhuzhou-Xiangtan city group is studied to verify what has been demonstrated and concluded in the paper.
