The so-called enterprise of science and technology, which is transformed from national enterprise of scientific research, has its own specialties in social assignment and historical evolution, so it distinguish itself from other normal enterprise. In this case, it is determined that these kinds of enterprises should have their own principles and methods in human resource management.Practical demonstration and investigation in a big-scale national enterprise of science and technology were conducted in this paper, and the principle characters of such kinds of enterprises of science and technology which were transferred from institutes of scientific research and the demand of their employees were analyzed. Thereby a conclusion as following was obtained: During the human management within enterprises of science and technology of these kinds, the management according such a thought like "people is the foundation" must be taken as the guidance, and furthermore, it is also of importance to strengthen the system construction of and to perfect the scientific management.On this base, the questions like the prompting and restriction of human capital were studied in this paper. Combined with some detailed measures that were undertaken in the process of construction of modem enterprise system of this enterprise of science and technology, the efficient ways and means of human management of research groups and scientific research employees were investigated.
