| In this article, the author discusses the project of the ChineseCommunist Party's intellectual policy(1949----2001). From the buildingof new Chins to today, the party' intellectual policy has been undergone a process which is from uniting, instructing and reforming to respecting for knowledge and talents. The author thinks the party's intellectual policy(1949----2001) is important in history of CCP and PRC.The text sticks to dialectic and historical materialism, it uses the viewpoint, which is developmental, comprehensive and mutually relational. The text is based on abundant experience, it exerts the way of historical and practical study. The author also draws a conclusion after possessing and analyzing data based on theoretical and demonstrational study.The problem about intellectuals is very important, J:he functions of intellectuals are important in our social modernization construction. Intellectuals are the thought explorers, the pioneers of advanced productivity, they are culturists of excellent civil and good spiritual product, bearing great social duty on physical and spiritual civilization. Today, science and technology are developing rapidly, knowledge economy has appeared, the national power based on knowledge gross is more and more intense. In this position, in order to realize the object of social modernization, we must have a good intellectual troop with high quality to catch up with the world tide. Today, the intellectual policy is right, the party repeatedly emphasizes that we must respect for knowledge and talents, the vast people increasingly realizes the intellectual function, but there still have many problems about the intellectual policy, the practice is not united with the theory. We must seriously study the intellectual policy from 1949 to absorb experience and lessons. We must clear away the wrong thoughts, idea and obstruction and frequently enrich the party's policy to respect for knowledge and talents indeed. In the circumstances, intellectuals can strive to exert their functions to meet the challenge of knowledge economy and give service to modernization construction.There are two innovative points in the text. Firstly, the author3analyses many defects on the intellectual issue meeting which was held by our central party in 1956. The meeting still used the thinking or political standard, it didn't consider the political sports since 1949 and avoided the most sensitive fields on literature, education and science. Secondly , the author analyses the "left" mistakes among theintellectual policy (1949----1978) and looks for the root from Marx,Engels, Lenin and Stalin.In the beginning of new China, the most intellectuals welcomed and believed in our party, but they were influenced by feudal thought. On the other hand, our intellectuals were not enough to meet the new China's development on culture and education, in this position, the party has made the policy of uniting, instructing and reforming; this policy hasbeen gradually formed and developed in the process of long revolutioni and construction led by the first central party. In the beginning of newChina, the party attached more importance to intellectuals, and used concrete measures to raise intellectuals' political consciousness. At the same time, the party launched a series of criticizing idealism's ports in the field of thought. The "left" wrong among the sports aroused serious consequence. The meeting about intellectual issue held in Beijing in 1956 achieved many achievements, and greatly inspired intellectuals, it had been our party's new starting to resolve intellectuals' problem. Give a review of the intellectual policy of uniting, instructing,reforming(1949----1956), it was right and had yielded good results, butthere had been "left" mistakes. From 1956 to 1978, the party continued to use the intellectual policy of uniting instructing and reforming, in that period, the character of the policy was that there were achievements and problems.
