Regional Technology Center Evaluation Index System And Mathematical Model

The advancing of science & technology not only is the fundament of social development, but also is key to transform the approach of economic increasing. As the vital point for all kinds of factors to go round, Central municipal will be the source and dynamics for region's evolution, by means of the advantage of information and resources in market to occupy and focalizing and radiating those factors. In XV Planning of southwestern region, it was to be brought forward, that "developing the science & technology's center of southwestern region, integrating the resources of region's science & technology, coagulating the science & technology's power, and constructing the cooperative platform of science & technology, are scientific choices and objective requisition for development of western region". That means, in market economics, it is of strategic value to construct a city as the center in a economic area . This paper studied how to evaluate a city as the science & technology's center in a certain region. That's to say, the paper offered a definite concept for this center by quantitative analysis. Through evaluation and analysis, we can completely and systematically understand many aspects: economics, science & technology, social development, humanities, environment, etc. And it is beneficial to the layout of the whole region and inner cities, especially to the new directions of science & technology's development.Proceeds on a large data collected and analyzed , the writer has studied the relative theories. The main process includes two parts:The one is to establish an index system for comprehensively evaluating the regional science & technology's center, which is made of four-story frame, including 4 moulds, 15 sub-moulds, 61 indexes. The setup of index can change according to reality. Using the stat. of Chengdu in 2000 as sample is to verify the index system practicable.The other is to establish a comprehensively evaluating model on the base of theideas------highlight science & technology and appraise comprehensively, and to bringup tentatively "The Analytic Hierarchy Process model based on Factor Analysis". That is to say, The Analytic Hierarchy Process is used to the whole system; as to many inter-relative indexes in 15 sub-moulds , the writer refined independent variables including little factors by Factor Analysis, to avoid the difference caused bypeople. Then, transferred all variables standardized to the Analytic Hierarchy Model. Finally, determined the comprehensive power of regional science & technology's center. In the whole process of establishing model, we used the data from 4 provinces and 1 city in southwestern region to demonstrate the evaluation methods, drew a conclusion that the Sichuan province is the science & technology's center of southwestern region, which is corresponding to the reality, thus, proved the evaluation methods scientific and feasible.
