As another general plan,'managing state affairs by virtue' has been produced by president Jiang Ze-min at the begin of new century which exists side by side with 'managing state affairs by law'. It is not only a new contribution for Marx theory on the state,creating use and development about Deng Xiao-ping theory,it also has the big significance at present for construction of spiritual civilization of socialism and market economy of socialism with Chinese characteristic and building a civilized democratic modernized country.This article is composed of four sections. In the first section,mainly construes the purpose about carrying out 'managing state affairs by virtue'. It is pointed out in this article that we must managing state affairs by virtue as long as we are constructing socialism. Because 'socialism' has been together with lofty moral ideal from it's coming into the world. 'Full development of humans' is the characteristic for socialism and it can't be true in any other society. The way in present China to realize 'full development of humans' is serving the people. More over,'managing state affairs by virtue' has big positive role for adjusting relation of interest and weakening negative function and benefiting market economy.The second section is to elaborate that 'combining rule of virtue and law' is the inevitable conclusion of thousands of years on Chinese history from the source on Chinese history of 'managing state affairs by virtue' and 'managing state affairs by law'. The article analyses that 'managingstate affairs by virtue' is significant for 'managing state affairs by law',morality is the base of law and virtue can make up the drawback of law. At last the article also expounds that 'managing state affairs by virtue' at present is criticism and carrying on to Chinese ancient 'managing state affairs by virtue'.The third section introduces experience from oriental countries and western developed countries. Comrade Mao Ze-dong has told us that 'learning from foreigners is for Chinese people of today'. The aim of learning and using the experience of other countries for reference is to develop and perfect ourselves,and to heighten the people 's moral standard.The fourth section argues that 'managing state affairs by virtue' should be implemented from 'managing government officials by virtue' in present China. This is because that 'managing government officials by virtue' is the base of 'managing the people by virtue',and the morality of Chinese government officials is on the verge of crumbling,and 'managing government officials is difficult' is the general difficult problem for thousands of years on Chinese history and it can only be solved in today under the Chiinese Communist Party.
