With the statistical analysis to current developing situation of domestic telecom, the reform necessities of Chinese telecom industry had been discussed in this article. Meanwhile, we put forward the strategies of telecom market regulation of China and its associated specific countermeasures by an in-depth analysis to the theory, measure, task and content of telecom market regulation and the economical effect of telecom regulation to the operating enterprises.There are five chapters in this article. In the first chapter, effect of telecomregulation to telecom enterprise had been introduced. In the second chapter, developingsituation of foreign country telecom had fist be studied. Then, we give the conclusionthat further reform of China telecom is necessary by comparative analysis to the currentsituation of Chinese telecom industry, the domestic and global telecom background,including the change of telecom framework, service development, and development oftelecom capacity, popularization rate of telephone lines and investment, etc. In the thirdchapter, we introduced the essence, theory and associated measures of telecomregulation. Then, in the period of Chinese telecom regulation shifting from monopoly tocompetitive, the task, principles of opening telecom market and content of telecomregulation had been analyzed. In the fourth chapter, we studied the effect of telecomregulation to telecom enterprise with a mathematics model. Several conclusions, whichcan benefits to setting up regulation policy, had been demonstrated by analyzing thefollowing aspects: decision of service price, relationship between regulation policy andcost of networking and popular service opportunity and its compensation. In the lastchapter, with the study of macro-strategy, suggestions on strengthening the legal systemto establish a independent telecom regulation system, on developing a vivid telecomframework, on opening telecom market and performing standardized regulation topromote the progress of telecom technology had firstly been clarified. After that, byresearching the micro-countermeasure, several personal viewpoints on such measureshad been given, including the establishment of popular service & compensation system,utilization of resource upon condition, establishment of pricing system according to thefundamental realities of out country, implementation for telecom enterprise of cellnon-binding sale, protection of consumers' rights and interests and the assurance ofnetwork security.
