The setting up of land purchase & store system happened in the process of China's land use reform and the urban land market development. It is a new system of urban land administration, a creative new system bringing about under such a background against which the government of all cities are solving the present-day various problems existing in the land administration when they further reform the urban land use system and keep abreast of the central government polices related to land administration. By land purchase & store system, we mean that the government obtain land through taking back, purchase, replacement and through taking back, purchase, replacement and taking over for use in accordance with legal process, applying market mechanism, and according to the general planning of land utilization and city planning. After the first-stage of opening-up and store of the land, the government supply construction land by way of public bidding or auction as to adjust the needs of land for various construction purposes. On April 30, 2001, the State Council issued 《 Notice concerning the strengthening state-owned land property administration 》 that is, the State Council Order No. 15, which explicitly points out that "In order to strengthen the government's regulating ability in the field of land market, local government with favourable conditions should try to deal with construction land in accordance with land purchase & store system. On August 3, 2001, Guangdong provincial government transmitted the State Council Order No.15 and further pointed out: " every city and country should set up land purchase & store system so as to regulate the land market, promoting the bidding and action of the right to land use." On Dec.1, 2002, the Land Department of Guangdong province issued 《 Suggestions concerning carrying out and implementing < regulationsconcerning right to land use transaction market administration in Guangdong province > which explicitly points out that the selling out of right to land use for various business purposes, the transfer of right to land use gained by way of allocation previously, and the transfer of right to land use among state owned enterprises or collective enterprises must be carried out publicly in the land transaction organizations, as a result, standardized the transfer sector of the land store system. On Feb.10, 2003, the Land Department of Guangdong province issued 《 Notice concerning the setting up and improving the land store system 》( trial edition ), explicitly stipulating the land store organization, its responsibilities, its limits and operation. Over the past 20 years of the establishment of Zhuhai Special Economic Zone, great progress have been made in national economy and social development, so have the city construction and real estate enterprise. The frame work has been preliminarily formed of a modern city which is able to develop continuously. The land use system, especially "the five unified practices in land administration" has made an everlasting contribution. Nevertheless, with Zhuhai's social economic development and the changing of economic situation at home and abroad, the original mode of land administration and land supply can not meet the needs of Zhuhai's continuous economic development and generate a number of malpractices. The concrete manifestations as follows: After it has been put forward, " the five unified principles in land administration" just remains a concept, it lacks further development in many ways, hasn't done a good job in summing up experiences and improving measures. Zhuhai's land administration system and technique lay behind many cities at home, especially in the following respects: land market is not in good order, land supply is managed by multiple authorities, administration lacks scientific planning, planning conditions can be changed as one pleases and transfer of land is conducted in private way etc. Those non-standard practices make investors terrified by the sight of them.
