Major: World Economy Graduate student: Jiang Bin Tutor: Li Tian DeThe real private enterprise of New China mainly origin from the beginning of 1980's.After the great development in the 20 years recently, now it already had grown up. Except some monopolized industries by government, private enterprise already has been one of the most dominant parts in most of country's industries, such as machinery, electric, metal, spin, medicine and financial industry, and play the more and more important role in the country's economy.According the statistic data, until the end of 2001 year, the volume of the whole country's private enterprise is over 1,900,000 pcs and the total capital declared is 1,500 billion yuan and the employed people totally is over 21,200,000. The private units is over 24,930,000 and employed people is over 49,400,000 and the total capital declared is 335.2 billion yuan. In the total industrial volume of the country, private economy has got over 40% instead of less than 1% before. In the total retail sales of the country, private economy has got over 60% instead of less than 4% before and private economy is already becomes one of the important tax sources in the country. At the meantime, private economy plays the effective role for China's export . For the recently 20 years, the total nearly 50% export sources for export is created by private enterprises. Together with the decline rate 10% to 15% every year of official enterprises for these four years, private economy is increasing 20% every year.But we should see that Chinese private enterprise comes into being in the country's planned economy and has a short time of development. Many enterprisesare short of knowledge, necessary capital, human resources and material resources and short of potential development aftereffect. There are at least two reasons to say, the first reason, there is not enough and consummate policies to protect private enterprise's benefit and private enterprise can't get the same political treating as government enterprises. The another one, the system of most private enterprise is non-consummate, such as not consummate at the field of management structure, bestirring and inhibiting rules, stratagem and management, and result in the poor core competence. For examples, some leaders of private enterprise are arbitrary and don't believe in other people to manage work; only trust his connection and private friends to be in charge of management; some decision made according to feeling only, not according to scientific judgment; in defect of bestirring and inhibiting rules...so on.There are total five chapters in this article. The 1st chapter give a summarize about the core competence and the 2nd chapter give an analyzing about the actuality and characteristic of the core competence The 3rd and 4th and 5th chapters, on the basis of analyzing the status quo of Chinese private enterprise, from the three aspects of "management structure, bestirring and inhibiting rules, stratagem and management", this thesis discuss in the problems of these three aspects and bring forward some measures and ways to solve these problems ,and to design and build the initial frame for private enterprise to raise its core competence.
