In March of 2002, at the fifth Session of the Ninth National People's Congress, Premier Zhu points out in" Government Work Report", " pursue the reform of monopoly trade, break trade monopolized, form the appropriate competition", these words have indicated that the central authorities are to pursue the resolution of reform of monopolized trade. Civil aviation transport service, the old brand state-owned monopoly industry, have begun its government regulation reform paces already. Civil aviation transport service industry implemented tactic from administrative monopoly towards marketing competition progressively, having taken the way to recombinant of dividing up. But on the whole, because civil aviation transport service industry's market- oriented reform was carried on the basis of already existing and monopolistic pattern, so the market-oriented reform of civil aviation transport service still shoulders heavy responsibilities. This thesis theory combine reality, try hard and draw to civil aviation government regulation of transport service a convincing economy explain. But I cannot draw the clear border of government regulation. Having entered economy ocean just for several years, even if I try my strength best, it believes to be only futile: the border is difficult to seek. Studying carefully its cause, for evolution of the economic phenomenon in a history evolution, it is not an either-or simple evolution, though its ultimate goal may be unanimous. Numerous political terms, economic ones, cultural ones restrain evolution course of it. Within some time, the function of that factor plays relatively heavy further, and another factor plays greater restraint function in some other time. So, it evolves comparatively complicated, civil aviation transport service industry's evolution of development course cannot be exception. My thesis at first describes reasons of government regulation from regulation theory visual angle of economics, then Carries on survey to industrial organization development and regulation method of theory, draws the whole analysis foundation of thesis. My thesis tries my best on reality of transport service of civil aviation, using industrial organization train to analyze of development, then carries on careful analysis of our country's restraint terms and civil aviation technology economic characteristic of transport service of development, then analyze civil aviation government regulation development route systemically clearly: Why our country civil aviation government regulation of transport service can go on the reform according to such route? How is the performance of such route? Thereafter, through use for reference and absorbing developmental experience and lesson of transport service of civil aviation of America and Canada, I propose to our country government regulation some suggestions of system reform on transport service industry of civil aviation.
