This paper observes the historical development of the theories of monopoly and competition and the relationship between them. These theories are the important basis of formulation and modification of competition policy.The development of competition policy in America has indicated that there are different competition policies in different periods of economy. Generally speaking, competition policies have been perfecting while monopoly organizations have been expanding in more than one century. The characteristics of the leading industry in different periods have an effect on evolvement of the theories, which determine the modification of competition policy.This paper discusses the new characteristics of monopoly and competition about the leading industry in network economic times, and makes suggestions about modification of competition policy. -the competition policy goal is not higher efficiency, but also the preservation of efficient innovative activity by firms over time. In network economic times, either monopoly power or competition may yield the greater amount of innovation. The practice of the policy regulating should be flexible than ever, and the contents of the policy should be renewed.Finally the author advances some suggestions to formulate and perfect of competition policy of our country. The author thinks that The aims of our competition policy should pay more attention to the efficiency, fairness and the international competitive power. The contents of competition policy of our country should include the anti-administrative monopoly and anti-local protectionism. It should also include the anti-competition behaviors of transnati-companies in domestic market. And it should discard the way of splitting up big companies. Different competition policy matches different industry.
