System analysis and design for the personnel management system of the factory of oil extraction are studied in this paper by combining structure life-cycle management system developing method with special situation of the personnel management system of the factory. At the same time, the analyzing and designing documents of personnel management system are designed. Finally, the importance of rebuilding the enterprise operation and information flow in management system development is stated in this paper.
