Highway To Operate Effectively Theoretical Research

Nowadays the construction of freeway is prosperous in China because of the objective demand of macroscopically economic situation. However, the shortage of construction capital and ineffective management must be solved completely so that the construction of freeway can be developed healthily, steadily and sustainable. Therefore, the framework of Freeway Effective Management Theory (FEMH) was established in this paper. The FEMT believe that two main goals of freeway management are suitable and enough profit & satisfaction of customer. They are the integrated effect of motive mechanism and restraint mechanism of freeway enterprise. The problem of effective management of freeway deal with traffic volume of freeway operation system, the system of investment, charge mode and so on. In order to increase practicality and systematicness of FEMT, the aspects as above have been discussed deeply in this paper. At first, the conception of effective volume and method of traffic volume forecast has been put forward in the paper. The forecast period of effective volume is shorter than that of freeway feasibility investigation report, therefore its forecast conclusion is more accurate, and can be used for the ground of freeway management. The use of appropriate investment system can effectively relieve the shortage of construction capital, and it is also the premise and basis of effective management. Collecting toll is mainly economic source after freeway operation and is important factor to affect effective management. The establishment of appropriate charge standard and charge mode to realize chargestandard has also been discussed in this paper. Finally, according to the research result of effective volume forecast and investment system and charge mode, the measures of effective management have been established in this paper. According to the nature of capital and investment system, the paper discussed several management measures with functional value such as the effective management of capital in kind, the effective management of capital of property right, specially permitted management, BOT management and management of invisible capital and exploitation of estate. These measures can be referred and adopted by freeway managers in practice.
