As the main part of human resource management, performance management is a basic comtont to gain concerned information for other human resource management activities. Performance management is the central tache for an organization to win the competitions. Zibo New & Hi-tech Industrial Park is a new type organization to improve local economy development during the period to turn from planned economy to market one. Its main characteristic is small organization, big service, quick rhythm, high efficiency, and its management system and operation system are quite different with traditional government's, and it has some improvement on management style comparing with traditional performance examine system. Now, many-advanced national hi-tech park, such as Suzhou and Xi'an hi-tech parks, already do some beneficial tests in performance management and gain great success. Based on foundation theory and principles, combined with recent years' reform practice of Zibo new & hi-tech park, the article advances new basic idea and model of hi-tech park's performance management system.The article includes four main parts. First part through briefly describes theory foundation and basic theory of human resource performance management to point out main differences between performance management and performance appraisal. In this part, it mainly discusses position and effect of performance management in human resource and briefly describes principles and methods of performance estimate. And it also establishes the theory basis for new style performance management system of hi-tech park. Second part through mainly analyses the history and actuality of human resource performance management of hi-tech park to point out problems and deficiencies of actual performance appraisal system. And it analyzes feasibility of establishing new type performance management system in hi-tech park. Based on frontal discussions, the third part advances basic idea to set up new performance management system, and combines with actual fact of hi-tech park to primarily set up key performance index system and the examining standard of park's management committee. According to the performance management organization and execution, the forth part mainly points out problems in carrying out performance management.
