The traditional view about human management in the enterprise is focused on personnel management, which has given many theoretical and experiential researches on employee recruitment and collocation, training and development, salary, labour and capital relation, employee security and working safety, etc. It is a concise and useful approach and method, which has occupied main status in the employee management in the enterprise for a long period. The advantages of this personnel management are specific aim, high process, strong operation, easy to be accepted and fulfilled by personnel department, but its disadvantages are unilateral management to employee by personnel department, high mechanism, scarce agility in bi-directional and dynamic adjustment, unable to adapt to the rapid changes in the enterprise, unable to mobilize the self-devotion spirit of the employee. Today, when the economy goes to globalization and competition is more and more drastic, making and performing a correct strategy of the enterprise is the chief factor to guarantee it to exist and develope. Because human resource is the first resource in the enterprise, if it can't mobilize the employee to exert their self-devotion spirit and embody the first strategic competition advantage of the human resource, this enterprise will be hard to avoid to be washed out by its competition adversary.There is an immense number of books and articles about the employee management in the enterprise, but most of them are focused on personnel management, which discusses process question of the personnel management in the enterprise and nearly has no connection with enterprise strategy. The popular idea of human-based management in the west recently emphasizes on the relation between human resource and enterprise strategy, but it only limits to how to help perform the enterprise strategy for the human resource, limits to the human resource strategic management. While on the topic that how the human resource acts as the most important strategic factor attaching to make and perform the enterprise strategy, there are few articles to discuss. Even some articles have referred to the strategic human resource management, they only limit to its necessity, while on the topic how to define the status, operation and application of the SHR, however, there are not enough and systemic theory and experience to discuss. This article is intended to give an detailed analysis on this topic, which is a completely new area in human resource management.This article is intended to give four chapters to discuss. The first chapter discusses the necessity of SHR in the enterprise. With the analysis on modern enterprise theory and the rising of the global information economy, this chapter demonstrates that human resource has become the first resource for the enterprise to develop. The employee management in the enterprise has experienced four phases: matter-based management, personnel management, human resource strategic management, strategic human resource management. The first phase is not in the circle of human resource management, while the last three phases are true human resource management. Information technology has impelled the phase upgrade of the human resource management in the enterprise, and information share makes SHR feasible.The second chapter discusses the operational pattern of SHR in the enterprise. SHR has become the most important functional management in the enterprise, which performs the thinking pattern based on the customer. Human resource management is not only the work of the human resource department, but also the work done by all crew in the enterprise. This chapter alsoanalyzes the necessary organization structure and enterprise culture for SHR to operate, and gives a detailed analysis on the conformity pattern between human resource strategy and enterprise strategy.
