Municipal public utilities, the typical natural monopoly industries, are the fundament to survival and development for cities. They are closely related to economic growth and people's quality of life. In China, during the planned economy era, the government held the planned price regulation model, the price of municipal public utilities production was on or under the brim of marginal cost to reflect the strategy of commonweal, the government undertaked the deficit of municipal public utilities enterprise. Obviously, this regulation model was illogicality, the shortcoming was gradually showed during the development of the economy: low efficiency of enterprise management, deficiency of cost control, heavy fiscal encumbrance of government and insufficient supply of production, etc.Since ending of 80s, Price regulation model reforms had been implemented along the line of sole responsibility, economy rules, laws and competition in China. As a result, the reform made some major achievements in enhanced provision capacity, adjusted price structure and improved regulation performance. But, it still hadn't touch the core spot of the question. In contrast to developed countries, then-municipal public utilities price regulation reform began at early 70s, had builded up a integrated system at the reason of perfect market system and long regulation history. In recently years, China goverment has paied more and more attention to regulation reform on natural monopoly industries, e.g, municipal public utilities. Many policies have been constituted, at the same time, a lot of academic articles also refer to the issue and have gained some achievement. But, all these explore are still in the attemptment step, the depth and extent of China municipal public utilitie price regulation reform is still rather limited. The purpose of this dissertation is just trying to make some achievement on the issue.The dissertation mainly consists of four chapters:The first chapter, introduction.It mainly includes the policies constituted bygoverment in recently years and the shortcoming of traditional price regulation.From this chapter, we can see the actuality importinent of the price regulation reform.The second chapter, review of the price regulation history and theory of municipal public utilities about China and International. In this section,the definition and speciall industry characteristic of municipal public utilities is analyzed detailedly first.; then is the review of the price regulation history of municipal public utilities about China and International; the history theory of price regulation models is analyzed endly.The third chapter, analyses of different price regulation models. It mainly includes the traditional price regulation model, the Ramesey price regulation model, the price cap regulation model and the access price regulation model. From this section, we can see the analyses of advantage and disadvantage about every model and the applicable scope to China.The fourth chapter, trend and relative transitional reform of Chian municipal public utilities.
