Water is the source of life; it is important physical resources for mankind who can not lack it. However, with creating abundant material wealth, mankind fined that the water resource scarcity is becoming a perplexed global problem. Our country does not have the aureole of vast territory and abundant resources any more, lacking water will become an "bottleneck" which restricts the citizen's life and social economic development gradually.In our country, water resource is scarce with wasting coexisting. The amount of water resource average person in our country is 1/4 of that in world. And China is one of most thirteen water scarcity countries. There is a lack of efficient way to control the waste and lead the right orientation of water flow. So building a rational price system is necessary to fit with the demand of economy development and standard of living.
