The formation of the human capital (the exploitation of the human resources) is an indiscerptible part in the functioning of the whole national economy. No matter from individual or from a country or region, the purpose of the exploitation of the human resources is to promote the regional economy growth and the individual income's increase. While the rapid growth of the individual's income and the whole economy provides the good material base for the exploitation of the human resources. Such reciprocity and the achievement of the virtuous circle are an important reason for the continual increase of the modern economy. Alongside the great change of the world politics and economic situation in the twenty-first century, China walks into an important strategic development opportunity period. How to grasp opportunity and how to reform system and arouse and active all the opportune factors, especially "people" the essential factors of production and let Shenyang, the traditional heavy industry city cast off the yoke left by the planned economy, which hinder the development of economy and let it radiate the vigor of its youth and realize the economy development, which is an important strategic practical question. This paper takes the conclusion ?human capital can help or promote economy increase as a basic topic. On the basis of T.W.Schultz and Gray Becker's human capital theory, in the light of Shenyang's human resources situation, we further study the problems during the transmission from human resources to human capital in Shenyang. At the same time, we analyze and discuss and put forward proposals and strategies: promote the problems of changing the human resources into human capital; deepen the reform of the system of education and enlarge the decision making power of school running; according to the capital distribution and compensation principle, carry out the idea of higher education capital compensation system reform; strengthen the investment of enterprise' human capital; reform the traditional country and countryside census register isolation system, develop and improve human flow medium; establish a reasonable, scientific inspiration and restriction mechanism; enlarge the government's investment and management of public hygiene service.This essay can be classified into four sections. The first section is an introduction. It is a brief introduction of human resources and human capital's basic theory and the writing significance of this essay. The second section, which is the third and fourth chapters, introduce the problems of changing the human resources into human capital in Shenyang and the basic reason. The third section is the essay's conclusion section, put forward my own opinion and tactics in the fields of human resources education and retrain and manpower capital's inspiration mechanism.
