China At This Stage The Unemployment Insurance Study

Unemployment has become a prominent social problem in adjusting the industrial structure and transforming the system ever since we entered the 21st century. The solution to this problem not only contributes to the basic life and reemployment of the unemployed, but also relates to the social stability and the sustained development of the economy. The present research aims to make the unemployment insurance system more suitable for our country's situation, and better serves our country's economic development.Several research methods are intended to be adopted in this thesis. (1) Scientific and abstract method. Only after the superficial and secondary things have been thrown away, can we basically solve the problem of the unemployment insurance; (2) Analytical and comprehensive method. Only after the different aspects have been analyzed and synthesized can we find the solution to the problem; (3) Specific analysis on the concrete problems. In studying the unemployment insurance problem, we must not forget the Chinese characteristics, and work out a countermeasure which fits for China's specific situations. Besides, attention should also be paid to the combination of the quantitative analysis with the qualitative analysis, the combination of the normal research with the positive research, and the combination of the extensive research with the focal research, etc.The present thesis engages in a systematic research on the unemployment insurance problem at the present stage in China. On the basis of analyzing how to set up and develop the unemployment insurance system, the thesis discusses its present state and its problem which result from the fact that we started our unemployment insurance system later and China has some special conditions. It points out that foreign countries started their unemployment systems earlier and many countries such as the United States, Germany, Sweden have obtained lots of successful experience. It is worthwhile for us to take in their experience in amplifyingand perfecting our unemployment insurance system. The thesis attempts to connect closely the extent of unemployment insurance with the different stages of the economic development, connect the unemployment benefit with the unemployment and reemployment so that the system can develop more widely and in different directions. The positively protective system, which includes the unemployment insurance, the unemployment benefit and the minimum living guarantee, will be set up in our country so as to ensure the basic life of the unemployed to a larger extent and promote them to take up employment actively.
