Human resources(HR) management refers to management regarding "human" as an important resource of the enterprise. With modern means and scientific methods and through links such as HR planning, stimulation, establishment of employee development system based on knowledge innovation ability and communication promotion, the productivity of HR will be improved and its potentials exploited, so that human resources can be fully used and recycled, and a healthy competitive atmosphere and enterprise culture be formed within the organization, thus eventually realizing the goals of the organization.With the coming of the knowledge economy era, high and new technology industry has become the polar industry of the country. The importance of HR to enterprise development is arousing more and more attention of the senior management. Through various methods such as normative study, empirical study, qualitative, quantitative and inductive analysis and innovative study which are organically combined, this article discusses and studies HR management of scientific and technical medium and small-sized enterprises.Chapter 1 is the introductory part which introduces the background, significance and the way of study and the main contents of this article.Chapter 2 reviews the present situation of Chinese enterprises and the trend of HR management in the knowledge economy era, and then discusses the characteristics of HR management of scientific and technical medium and small-sized enterprises. This article argues that knowledgeable employees are the main subject of the these enterprises, and suggests the key points of their HR management as follows:(l).HR management should take man as its basis and stimulation as the main method, stressing the same interests of employees and the enterprise who should share the same risks.(2).Establish the employee development system based on knowledge innovation ability(3).Set up highly effective teams so as to promote construction of an academic organization.After review of the incentive theory, Chapter 3 firstly discusses how scientific and technical medium and small-sized enterprises will reasonably use this theory to stimulate knowledgeable employees through goal stimulation, incentive remunerationand stock options.Chapter 4 puts forward the proposal of establishing an employee development system based on knowledge innovation ability in accordance with the innovative characteristics of scientific and technical medium and small-sized enterprises, and raises relevant views on how to establish such a system from the perspectives of organizational structure, knowledge management and training of human resources. Chapter 5 makes an analysis of HR management in China United Stars Industry CO.,LTD,Bio-Engineering Division and suggests ways to improve it. in the end, makes the last conclusion.
