Changqing Petroleum Exploration Bureau, Strategic Business Performance Evaluation System

The appraisement of business performance is a key problem in any economic system. Appraisement system of performance which takes an guidance role is an important tool for the implementation of enterprise strategy in the development of enterprises. Making good use of this kind of guidance role is not only good to appraise the business performance objectively and correctly, but also good to the long-term development of enterprises. Enterprises have entered a era of strategy management already with the arrival of new economic time, and the traditional appraisement system of performance which values short period and past time but ignores long-term and future time has no longer meet the demand of strategy management and strategic performance appraisement for enterprises under the condition of new economic time. It is urgent to reform the traditional appraisement system of performance and to establish an index system of performance appraisement which is in conformity with business environment and reflect the request of strategy management. A frame model of strategic appraisement system of performance has been designed in this thesis on the basis of theoretical analysis of strategic appraisement system of performance, and Changqing Petroleum Exploration Bureau(CPEB) has been researched as an example.CPEB is a large scale and state-owned petroleum exploration enterprise. Its current appraisement system of performance can not meet the request of enterprise development, as a lot of problems have appeared during the course of reforming and shifting the mechanism constantly. This thesis analyses the changes of management environment in new period with the thought of strategy management. And the thesis also designs a set of strategic business performance appraisement index system which is integrated and scientific in terms of financial aspect and non-financial aspect, concerning to the factual situation of CPEB on the basis of appraisement index system frame in industrial enterprises set up by appreciation department, using advanced systematical appraisement and analysis method and successful experience of confrere in the home and abroad, where as it establishes a set of models on scientific appraisement method which is used to calculate the performance situation of CPEB in the past three years with the analysis and instruction to appraisement result.
