In the today's highly competitive market environment, businesses need to "reinvent" themselves continuously if they want to be successful. Global deregulation in many industries is opening markets to the entry of new competitors. Corporate expansion and a developing global culture are driving standardization of business practices and a reliance on co-operation between customers, suppliers and other partner. How do organizations become more responsive, more efficient? The answers to the questions are to put attention on the IT, teamwork, the role of the high managers and the core processes.The aim of the paper is to explain that how to implement business process management, how to consider the role of IT and non-IT in the business process management and to take an example for proving the correct of the discussion. The arrangement as following:The first part relates the reasons of how to manage business process in three ways: the change of market environment, the increase of new type of users and the realization of business aims.The second part introduces some knowledge about business process management in detail and explains the author's views of business process management.The third part analyzes what's the role IT plays in business process from three sides of which include logical view, physical view and conceptual view. The roles IT plays are Initiator, Facilitator and Enabler.The forth part analyzes the needs to change the employees' attitude and view for realizing the management aims in the process of implement. The paper relates that how to implement business process management in three ways.The fifth part analyzes the China Telecom backgror-nd of implement business process management, the difficulties it confronts and how to find solutions.The sixth part draws a conclusion.
