Heilongjiang Province, Green Economic Growth, Public Investment

This paper discusses public investment policies for green economic growth in Heilongjiang province. The first part is about influence of public investment on economic growth and protect of environment, and then according to different influence, the structure of public investment can be divided into four types. A green government striving to economic growth and protect of environment at the same time must choose the structure of public investment with rapid growth and less pollution. The third part analyses characters of public investment in Heilongjiang province and confirm its kind of type. Finally, as a green government, the structure of public investment in Heilongjiang should convert to the most superior type of public investment.
