By knowledge economics coming and especially after China entered WTO, Chinese market competition becomes open international competition because of the picture of global economic unity. Under the econonics environment, Chinese enterprises only improve their management ability continually and can live in the rigorous competition condition. Achievement of knowledge economics origions from value, and human beings are basic power of creating value. It is fundamentally of achieving success to retain employees and stimulate their economics and creation.As a means of human resource management(HRM), the performance appraisal (PA) offers powerful bulmark for fulfiling the objective. Almost all aspects of HRM including employment, promotion, training and payment are based on PA. Such haunting questions as how to put an employee on an appropriate position, to give full play to his intelligence, to stimulate his drive and enthusiasm which can better the company' s PA, and to keep the excellent ones to obain a company' PA, and to keep the excellent ones to obain a company' s relative stability have been extremely popular among enterprises. As a matter of fact, all above mentioned involve PA.This theses aims, on the basis of present objective situation and development of PA, to explore and establish an instructive PA system which may well suit the national condition and social practice.This dissertation makes a thorough and systematic analysis of PA. First, the dissertation explicates research actuality and application of internal and overseas performance appraisal. Basing on it, dissertation elaborates basis of performance appraisal from concept, objective, funtion, normal, principle, methods and wrong etc. Second, dissertation introduces four procedures of performance appraisal. Third, dissertation applies the way of linking quantification and quality in determining criteria and forms of quality appraisal and achivement appraisal. Fourth, according to discrimination of system and nonsystem, the dissertationelaborates performance appraisal methods, and concludes that the option of methods is subject to evaluation purposes and objective factors.In terms of its practical analysis and demonstration, this thesis takes EXPO Combine Company for an instance, offers novel ideas and suggestions to solve problems in the unit, and submits a brand-new and effective PA system for its problems.Based on the research, this dissertation is likely to conclude that it is extremely argent to establish an effectie set of appraisal rules to fairly evaluate an employee' s competence and performance. Only in doing so, will an employee feel fair and just and a mutual, progress between individuals and units be made.
