In present theory, theorists pay little attention to the "medium run" properties of the supply and use of CPR. This essay is to use evolutionary game theory to analysis govern-on-itself of CPR institution construction. We are going to begin from the suspicion of the replicator dynamical model, then bring up a model that could solve vote problem on the replicator dynamical model. So we try to use the experience of idea and method of the replicator dynamical model, using next generation survive rate as this generation payoff function, that is ,using generation behavior distribution to denote learning, no talking about the specific process of learning. By constructing mathematics model, we try to bring out evolutionary way and result, and we will use this result to the long time change of residence.
