In recent years, the middle ang small businesses (M. S. B) have made progress rapidly in Henan province. Their total output value and profit have reached or exceeded 80%, 70% of Henan province total amount respectively. M. S. B have been the primary contributors to improve GDP and economy of our province, which will bring into play an important role in economy development, society steady and comparatively good living standard construction.Henan construction bank always focused on the service to basic facility, monopoly industry and large business, which had improved the statue by china construction bank in 1995. However, the bank neglected the research and practice of M. S. B market strategy.In this condition, the author comes to the new market strategy to M. S. B, analyzing objectively the problems and reasons of Henan construction bank cooperating with M. S. B by investigation in financial organization combining with M. S. B and observation of M. S. B statue, function advantage and potentiality in Henan province.The main creative points of the paper are in chapter 3 and 5:1. The paper reviews the achievement of Henan construction bank cooperating with M. S. B, their route and method, combining with market strategy and administration acknowledge, to demonstrate some defects. The author expounds the present or potential problems in market and administration systematically, which have not yet posed even though they were considered with some scholars and administrator.2. With observation pf statue, function, potentiality of M. S. B and present condition of bank cooperating with these business, the author suggests some new market strategy which is follow up: formulate market strategy, accurate location and divide market reasonably, design financial plan to serve M. S. B, establish creative mechanism, improve service measure of M. S. B, design new financial product, foster financial service trademark of M. S. B, strengthen credit administration of M. S. B, establish risk-defended mechanism.3. The author designs Henan construction bank M. S. B financial service program including combination with financial product and market method in according to the needs of variety kind of M. S. B in variety stage.
