With the impetus of world economic integration, China has been incorporated into the global industrial chain and gradually become a "world factory and manufacturing base". In 2004, the total import and export of China exceeded 1 trillion USD. As a result, China now ranks third in the world in terms of its foreign trade volume, in which processing trade accounts for half and occupies an important position. In fact, this form of trade has turned into a major choice and essential path of China to become industrialized through a new way against the backdrop of economic globalization. Processing trade in China has been growing with the introduction of the reform and opening policies in the country. After 26 years of development, processing trade made historical contributions to the reform and opening programs and the economic development of China. It has played a positive role in attracting foreign investment, introducing advanced foreign management philosophies and expertise, promoting optimization and upgrading of the industrial structure, optimizing the export commodity mix, increasing foreign exchange reserve, creating job opportunities and maintain the economic growth. With China's accession to the WTO, processing trade and bond operations will have an even greater space for growth. However, we must face up to the problems existing in the management of processing trade. In particular, we must pay great attention to effectively preventing smuggling and tax evasions in processing trade, which disturbed the order of fair competition in the economy, through a well-developed legal system. In this way, we can bring processing trade to the track of transformation and upgrading while continuing to let it grow. This thesis, from the perspective of research on the customs control regime regarding processing trade in China, sets forth a number of relatively comprehensive ideas on how to enhance customs regulation and management of processing trade in the new era, make the national bond policies yield positive results and ensure the maintenance of the revenue of the country. This thesis comprises an exordium and six chapters. Chapter I explores the necessity and feasibility of establishing and improving the customs control regime on processing trade in China; Chapter II analyzes this regime from the legal perspective; Chapter III expounds the major content of the regime; Chapter IV introduces regimes of major countries regarding processing trade control and makes comments; Chapter V explores the problems existing in the customs control regime concerning processing trade of China and the causes thereof; Chapter VI makes recommendations on how to establish and improve the customs control regime with respect to processing trade in China. On the basis of analyzing the development process of processing trade in China, the significance of processing trade in China's economic development and the problems existing in the current customs control over processing trade, the author of this thesis makes an in-depth exploration into ways of improving the customs control regime regarding processing trade in China in light of juristic theories and her 15 years of working experience in customs.
