Today, with the acceleration of the world economy globalization, human resources are playing a more and more prominent role in the development of an enterprise. The management of the staff performance is attached to enterprise as one of the key points of human resource management. It is a very important component of the human resource management system. As a part of human resource management, performance management system is contacted with other systems, such as recruitment, selection, compensation, and development, and the design of performance management system is a complex problem. Performance management system designing is the precondition and central part of setting up human resources management system for modern enterprises. To establish a performance management system is a new direction for the initiatives of managing performance and an important part of all management system. It is an entirely new and critical task for all the Chinese enterprises to design and establish a performance management system. Specially to some small corporations changed from state-owned enterprises. It is a juncture for a enterprise's growth and its competition ability to establish a scientific performance management system based on the enterprise's practical situation. But concerning a very important problem in practice, namely, how to design this system rationally and effectively? The method of KPI and Balance Scorecard which introduced in the essay comprehensively is used in the system of designing performance management. For this reason, this thesis has put forward relevant basic theories and knowledge of performances management at first; and then the performance management of YL Company current situation is its analyses, finding out questions to go on, and proposing the scheme of solving the problem; appraising the scheme of feasibility finally. Following the train of thought above, the structure system of this thesis is as follows: The first part, the survey of performance management theory. It elaborates performance,performance management and the way of the performance management system's design. The second part studies in YL Company's current situation and performance management. It introduces the basic situation and characteristic of YL Company, pointing out the shortages and analysis on question that this company has in the performance management. The third part designs the performance management system. Combining its own characteristic, YL Company has put forward the performance management system which reflects company's strategic objective, having designed the performance appraisal system of YL Company according to it's four procedure. Among them, it is explained especially to KPI system, choice, and confirmation. And choose the administrative department of human resources to carry on the test, to assess the performance appraisal. The fourth part appraises YL Company's performance management system. There is a feasibility research of design, through an analysis of precondition of effective implementation of the scheme, list the problems that still needs to be solved and the suggestion of these problems.
