Before the reform and opening,a planned economy of highconcentration had been founded on the basis of natural economy in thefeudal frame. Economic activities were under the control of governmentincluding the natural monopoly industry. The works had littleindependence in operation and management with low business efficiency.The whole industry was in lag. In recent years, as bidding for projectextended, the government has taken a step forward in building the systemof public bidding for project. Deregulating the natural monopoly industrysuch as public utility, franchise bidding must be widely extended.Firstly the thesis discusses the connotation and characteristic of thenatural monopoly industry in the text. Then the thesis discusses makes adeep study of the inner logical relation between the competitive theoryand the franchise bidding, and how to apply franchise bidding into thenatural monopoly industry in China. The whole text is in a logical system of applied economics. Franchisebidding bases on the competitive theory and makes it a practical tool. Nomatter which one we choose , the aim of deregulating the naturalmonopoly industry is the competitive situation of natural monopolyindustry. The contestability theory all only stay in the market structure of akind of idea type within quite long time, until Demsetz(1968) proposedfranchise bidding theory. He pointed out that submitted franchise bidding,the impossibility of the competition inside the market might not repel itfor the effective competition of the market. The thesis consists of four parts. In Charpter One,it explains thetheoretical foundation of the natural monopoly regulation and the gradualprogress course of the regulation system theory. Firstly, It explains thenature of the natural monopoly industry and the Marshall's awkwardproblem. While solving Marshall's awkward problem of the naturalmonopoly industry, the function of the government or the market has itsoptimum border: In the natural monopoly industry, it should try it's bestto make use of market mechanism to handle resources, the governmentjust gets involved when the market does not work, the government shouldpay attention to the innovation of the market mechanism and expand thefunction space of the market mechanism. In the evolvement of the naturalmonopoly regulation system theory, the traditional regulation systemoften causes the poor efficiency because of its own limitation; Secondly,The proposition of the contestability theory made economy of scale andeffective coordination of competition vigor become the goal of naturalmonopoly regulation; Thirdly, the contestability theory provide a meansfor realizing this goal from idea; Finally , the proposition of franchisebidding system turn these theories into a kind of effective practice tool. In Charpter Two, the thesis discusses the basic theory frame ofbidding for special licenses institution, and the actuality, future ofapplication in China. Bidding institution is a relatively mature andadvanced deal mode, which incarnates the "Open, Equity, Fair,"competition principle. The bidding institution, which is bidding forspecial licenses, could effectively incentive the licensed dealer to improvethe inner running efficiency, help improve the distribute efficiency ofnatural monopoly products and reduce the rent-seeking space ofgovernment. Although the application of bidding in our country justbegan, it is becoming better and better, perfect, and the future of biddingmust be very luciferous. In Charpter Three, the author discusses the techno-hindrance ofbidding institution in our country's economic environment. If we want theinstitution work effectively, we must create some necessary conditions. Inthe actual economic environment, there're usually plenty oftechno-hindrances. In this chapter, the author discusses the five aspects ofbidding techno-hindrances, which includes competition, assets cession,uncertainty, opportunistic behavior and rent-seeking space.
