China exploited agriculture for industry in the past. So we have to face the challenge with weak agricultural foundation that results in difficulties to resist the foreign products after WTO. But presently the strong impact didn't happen for some objective reasons, for example we carried out tariff quota flexibly and the 2002 's droughts in America made the world price high, which alleviated the pressure of the domestic market. But that the amount of import is increasing year by year anticipates the farm products will meet the impact soon.Under such potential crisis, the government has taken measures. On one hand we strengthen the protection of agriculture by adjustment of policy, especially this year's NPC and CPPCC Conferences regards the agriculture as the most important task. On the other hand our government actively took part in the Cancun Agriculture Negotiation to create a good atmosphere and relive the pressure of import. Though Cancun ended in failure, Doha frame bring about new hope for developing countries. Our country should make great efforts to gain the competitive edge and resist the technical trade barriers by ourselves in order to seize the initiatives to strive for the further interests.For this purpose, the article focuses on Uruguay Round Agricultural Agreement, the gradual development's process of agricultural policy and of the protective measures taken by countries to find the character in trade and the law and the trend which we can use for reference to develop agricultural trade.
