The outlook of the development is the basic outlook of the historicalmaterialism. The Marxism considers that the social development dependson the contradictions with the productivity and the productive relations,the economic basis and the superstructure. The productivity is thedecisive power of the social development. To generalize the historical experiences, the outlet of China is laid inthe development. Development is the cardinal principle. The solution toall the problems in China depends on its own development. In the 26years of the open reform, we have made great progress in many aspects.The reason is that our economy develops continuously; the position ofour comprehensive national strength is higher and higher. What kind of the development outlook to choose is an importantevent that relates to the national prospect and destinies. In the report of16th Party Congress, the CPC puts forward the mission of constructing awell-off society in full swing. In the Third Plenary Session of 16th centralcommittee of the Party, the CPC puts forward the scientific developmentoutlook. Constructing a socialist harmonious society advanced by ourparty in the fourth Plenary Session of 16th central committee of CPC isthe new idea of building of our Party's governance capabilities.
