As small and medium-sized enterprises (SMEs) play an increasing role in the economic and social development of the economic transition country in recent years, the question how to promote the development of SMEs caused educational circles and government's more and more concerns. In order to promote the growth of SMEs, the governments have made various policies one after another. No exception in our country. Since 1998, our government has issued a large numEer of policies and measures to promote SMEs growth. However, SMEs growth of our country still faces a lot of barriers at the present. So this paper takes Zhejiang Province as an example, carries on exploratory research on the relationships between the growth environment of SMEs and the SMEs policy in economic transition period, in the hope of finding out the universal laws that the government policy acts on.At first, the paper summaries the relevant research both at home and abroad; secondly, the paper has done brief retrospect and summary to Zhejiang Province SMEs policy during 1995 - 2003. And on this basis, the chapter 3 analyzes the relationships of the growth environment of SMEs and policy in economy transition period with theoretical research; finally, the paper tries to prove them with empirical data collected by questionnaire.The result of study shows: (1) the key environment identified in the research included five factors: financial environment, marketable environment, social environment, governmental environment and institutional environment; (2) the difference in such factors as industry's type , enterprise's nature , selling market , moving the will , association's identity ,etc, have conspicious effects on growth environment of SMEs; (3) the current SMEs policy included six respects: information service, financial suEsidy, financing support, governmental reform, intermediary fostering and trade support; (4) it has two following characteristics that the policy of SMEs in transition period of economy is appraised: first, the overall appraisal of the SMEs policy is relatively bad. Secondly, different enterprises appraise greater difference to the SMEs policy; (5) the difference in such factors as scope of the enterprise, enterprise's nature, reform system of the situation, moving will, association's identity, entrepreneur's job background, etc., appraise remarkable influence to the SMEs policy; (6) information service, financial subsidy and governmental reform play a remarkable positive role in improving the growth environment of SMEs.
