The medical security system of our new country is established with the Planned Economy. Before the reform of economy system, free medical insurance system in city and cooperative medical system in country. Because this system has no cost-control mechanism, with the pushing on of our economy reform, the medical expenditure increased quickly, and at the same time the cooperative medical system is disintegrating, too. In order to maintain the stability of society and ensure that citizen can afford to medical service when in illness, the innovation of medical insurance is beginning just from then on. Till today, the basic medical insurance system of "individual medical saving account combined with social risk pooling fund" has established in city, and new cooperative medical system is now in the course of being established in country.Through analysis we find out that medical security system in many countries has no correct object and reasonable health ideas. Take our country for instance, we only take medical security system for a safety valve and stability implement for maintaining society stability and promoting economy development, thus when allocating sources, we put emphasis on city, medicine and special service, underestimating country, prevention and primary health care service. Just these outmoded conventions have essentially been decreasing the economic efficiency and social equity. Besides, there are other flaws and problems in the reform of our medical security system.This paper will apply Health Economics , Medical Insurance and Prevention Medicine to the study of the medical security system of new China systematically, and then on the basis of successful experience of other countries we will try our best to summarize the very truthful cognition that can help to advance our reform.
