The Party Congress Permanent System Research

Starting with the connotation of the system of standing party congress and proceeding with the system of standing party delegates and that of annual party congress, the paper excavates bases of the system of standing party congress, summarizes experience of some current experimental units, opens out some good results and issues of this system, and finally brings forward the way to perfect the system of standing party congress. The author attempts to offer some helpful theoretical reference to carry out and perfect this system in practice. There are three parts in this paper:The first part covers the connotation and bases of the system of standing party congress . This part outspreads mainly surrounding two contents: One is the inner provision that the systems of standing party congress is organic combination of the system of standing party delegates and that of annual party congress . The other is the substance of this system that it safeguards party members' democratic rights. Here it elaborates the essential connotation of the system of standing party congress and meanwhile reveals the theoretical , historical and real bases of carrying out this system .The second part analyses the condition of experimental unit of the system of standing party congress in county and city. By analyzing and summing up essential experience of current experimental unit, this part opens up the important sense from the system of standing party congress to develop inner-party democracy and safeguard party members' democratic rights and in the mean time points out some problems of the system of standing party congress in experimental phrase such as conception, the system, and so on.The third part offers some assumptions to perfect the system of standing party congress. This part , which concerns the object of safeguarding and carrying out party members' democratic rights and developing inner-party democracy , points out that we should put the stress on how to strengthen the function of party congress and explore the way to exert functions of party delegates in periods of both holding a meeting and closing a meeting . Then the author argues for the improvement of the system of standing party congress by deepening cognition to the theory of inner-party democracy and reinforcing system-building , which puts the stress on both the system of standing party delegates and that of annual party congress .
