The essence of the so-called Tibetan issue is the independence of Tibet and it can not survive to nowadays without external interference and assistance. Although it was Britain that started the Tibetan issue, it has been actually the US that controls the development of Tibetan issue since its first interference beginning in the late 19th century and early 20th century. The Tibetan issue is becoming a card for anti-China.The US has implemented "double-standard" in Tibetan issue. On one hand, it has never recognized Tibet as one independent country in the public and accepted that Tibet is the indispensable part of China and on the other hand it has played an ugly role in supporting Tibet ' s separation from China, seeking for independence and assisting Dalai Lama in promoting the internationalization of Tibetan issue with its utmost efforts.Since the middle of 80' s of 20th century, the international situation has undergone great changes. The disintegration of former Soviet Union left China the biggest socialist country in the world. The upgrade of China' s overall national power is quite unhappiness for the US since as the only superpower in the world, the US worries about new challenges posed by China to its strength and hegemonic position. The US is full of adversary to China' s socialist banner and its foreign policy of self-independence. Therefore, the US considers China as one potential enemy no matter geo-politically or ideologically. The Taiwan card and the Tibetan card are one of the weapons to China. While it accepts that Tibet is the indispensable part of China, it has constantly challenged China' s relevant policies and made a series changes of its Tibetan policies in different periods according to the various international and domestic situations and the changing political requirements, leading Tibetan issue into another important and sensitive issue besides Taiwan issue in the present Sino-American relations.Since the post-cold war, besides keeping the original features such as changing with the development trend of US-China relations based on its national interests, implementing "double-standard" , the US' s Tibetan policy has got some new features such as linking the Tibetan issue with human rights, the influence of congress increasing, NOC&and famous individuals participating more, more frequently inviting Dalai Lama to the US and issuing many policies and resolutions interfering China' s domestic issues.In recent years, Tibetan issue is becoming more important in the Sino-American relations and the US' s Tibetan policy is becoming an important part of its whole policy toward China. It brings realistic importance for China to clearly see the essence of Tibetan issue, correctly tackle the principle of neo-interference, properly judge the trend of Sino-American relations and handle this relationship, better rise up and integrate into the world to summarize the features and historical rules of US' s Tibetan policy and especially the recent trend of this policy.
